Prime Minister Justin Trudeau, under whom Canada has welcomed refugees and immigrants from Muslim-majority countries, told the Canadian parliament in Ottawa of the Quebec murders: "Make no mistake, this was a terrorist attack".
The "aggressive" man yelling Allahou Akbar (God the Greatest) menaced soldiers who were securing the capital's landmark museum in a context of high terrorist risk, he added. One soldier suffered a minor scalp injury from the attack.
The assailant allegedly stabbed one of the guards, injuring him lightly, said Michel Cadot, a senior police official in Paris. He said the man lunged at the soldiers when they told him he couldn't bring his bags into the Carrousel du Louvre shopping mall. The latest reports say no explosives were found in the man's two suitcases and the bomb squad was on the scene.
The machete attacker carried two backpacks.
"It was an attack by a person. who represented a direct threat and whose actions suggested a terrorist context". The attacker allegedly had uttered threats and the soldier "opened fire to defend himself against the aggression".
Interior Ministry spokesman Pierre-Henry Brandet told reporters that about 1,000 people were inside the Lourve museum at the time and were safe in lockdown until the all-clear was given and they were evacuated in an orderly fashion after security checks.

Since the Charlie Hebdo terror attacks of January 2015 French soldiers have been patrolling the streets around sensitive sites such as tourist areas and shopping centres.
Security forces shut down areas around the museum's iconic glass pyramid as well as the nearby Palais Royal and Musee du Louvre Metro stations.
The museum is one of central Paris' biggest tourist attractions and is one of the most-visited museums in the world.
Olivier Majewski was just leaving his scooter in the parking area beneath the Louvre when he saw a crush of people, 30 or 40, running and screaming "there's been a terror attack".
Paris was also planning to submit its official bid to host the 2024 Olympic Games on Friday with a launch show at the Eiffel Tower around 1730 GMT.
Last July, a Tunisian attacker rammed a lorry through crowds celebrating Bastille Day in Nice on France's south coast, crushing 86 people to death.
