"I mean, how can a woman out in the street in her pyjamas seeking assistance from the police be shot like that?" he said.
Ms Hodges said assistant chief Medaria Arradondo would become police chief, and the department's website on Friday evening had been updated to reflect it.
Hodges referenced the chief's resignation earlier in the press briefing before it was shut down by demonstrators.
Her stepson, Zac Damond, said she was "passionate" and his "best friend".
Ms Harteau's resignation came a day after she told reporters during her first news conference following Ms Damond's death that the shooting violated department training and procedures and that the victim "didn't have to die". Both officers' body cameras were off during the time of the incident.
Others say an insider is exactly what the department needs: Someone who was brought up in the Twin Cities and can spot the dysfunction beneath "Minnesota nice".
However, data from past fatal police shootings in Minnesota show that inexperienced officers are not more likely than veteran cops to pull the trigger. "He's African-American, obviously, and he knows the climate, he knows the community, he knows the culture".
There is also a question about having two relatively inexperienced officers working together.
A mystery cyclist filmed part of the fatal encounter between USA police and Australian Justine Damond, offering a potential breakthrough in the investigation.
Debate continues over IL school funding formula bill
Jeanne Ives (R-Wheaton) said in a press release praising the choice of Besler as chief strategic at Citizens for Rauner. IL gives governors constitutional authority to use an amendatory veto to make "specific recommendations for change".
The officers were not charged with a crime.
Williams said Arradondo was respectful.
Fred Bruno, the lawyer for Officer Harrity, has said: "It is reasonable to assume an officer in that situation would be concerned about a possible ambush". They drove through an alley near Washburn and Xerxes Avenues with all their car's lights off. Harrity reported being "startled" by a sound coming from near their squad auto, the BCA said. "It feels like they're the predators and we're the prey".
Neighbours who have known Ms Graham for more than 30 years said she "probably exaggerated" the incident. Harrity said he was startled by a loud noise right before the shooting, the state Department of Public Safety has said.
"But it's still going to be a real up-hill kind of fight", he said.
"One of the first calls he made was to me yesterday". "Together we stand and divided we fall!" he told the crowd.
Meanwhile, the Minneapolis Star Tribune reported that a bicyclist pedaling by Damond's house saw officers performing CPR on Damond after the shooting.
Cameras quickly turned away from the mayor and continued covering the protesters.
Harrity told investigators from the Minnesota Bureau of Criminal Apprehension he had heard a loud sound near the patrol vehicle. According to the Huffington Post, Noor has yet to speak to investigators, and police have yet to issue a statement explaining the circumstances behind the shooting. The bureau also said a cyclist who was nearby when the shooting happened spoke to investigators.
