Venezuelans are coming Sunday to the polls for a key election to choose representatives to the National Constituent Assembly (NCA).
Maduro has repeatedly blamed the crisis on the United States, saying Washington has incited the opposition.
He said he wants the assembly to strip opposition legislators of their constitutional immunity from prosecution and indicated he is eager to prosecute many more members of the opposition parties that control a handful of state governments along with the National Assembly, providing one of the few remaining checks on the power of the socialist party that has ruled this OPEC nation for almost two decades. Maduro, who this week decreed a ban on anti-government demonstrations ahead of the vote, called the new body a "triumph".
"It will be a biased and skewed instrument that will not resolve but rather aggravate the acute problems of the high cost of living and the lack of food and medicine that the people suffer and will worsen the political crisis we now suffer", the statement said. "Hopefully the world will respectfully extend its arms toward our country".

President Donald Trump has warned of "strong and swift economic actions" if Maduro proceeds with his plans. The unprecedented ruling transferred legislative powers to the Supreme Court, which is comprised of judges nominated by Maduro.
The government enacted a harsh crackdown on protests that has left more than 100 Venezuelans dead.
While emphasising that the constituent assembly was "not convoked by the people", the Venezuelan bishops urged government and opposition supporters to resist resorting to violence.
