The Rae Bareli district administration rushed ambulances to the NTPC plant and directed Health department officials to provide prompt treatment to the injured.
The plant has been shut down but several workers were still feared trapped under the debris as visuals showed people with severe burn injuries.
A 32-member team of National Disaster Response Force (NDRF) is en route to NTPC Unchahar plant.
Early reports stated that eight people had died, but by 8 pm, the death toll reached 14, DK Singh, Chief Medical Officer, Rae Bareli, confirmed to Firstpost.
"Congress president Sonia Gandhi expressed shock and horror at the awful tragedy in Raebareli", a statement by the party said.
The injured are being treated at two hospitals including one within the NTPC campus.
