"China will foster an enabling and improving rule of law environment, so that investors and businessman from Canada will enjoy just, fair and equal treatment, just like Chinese businesses In addition, we will make our rules transparent in all sectors", Chinese Premier Li Keqiang said. They reached an agreement to try to end a lingering dispute over Canadian canola exports by 2020, although Trudeau offered no specifics.
The goal, Mr. Trudeau said, is to double bilateral trade between Canada and China by 2025.
When Canada recognised the People's Republic of China in 1970 under then premier Pierre Trudeau, Mao Zedong reportedly said: "we now have a friend in the backyard of the United States".
"The idea of an extradition treaty with communist China, with one of the worst human rights records in the world, is a prima facie violation of the Charter of Rights", said former Conservative cabinet minister Jason Kenney.
Li said experts from both sides will work towards solutions, but in the interim, "we will continue to apply the previous practice".
"It would not have been successful without the leadership by both China and the United States and without the leadership by cities and businesses in both countries", he said.
He told reporters: "These back-to-back visits in less than a month shows that China-Canada relations are moving to a new stage".
A 2015 Reuters investigation found that China was chronically failing to provide the necessary deportation paperwork to us officials attempting to repatriate Chinese immigrants who entered the usa illegally, but were not high-profile fugitives.

A video was shared on Twitter showing Kathryn Lawlor, who witnessed the shots being fired on Green Street in Champaign. The three other gunshot victims, also innocent bystanders, sustained non-critical injuries, according to police.
Li noted that China has an extradition treaty with over 40 countries, including some European countries.
"I brought up a broad range of concerns around security when I met with Chinese leadership a number of weeks ago, and will continue to talk about those issues when I meet with China in the coming days", Trudeau told a news conference Wednesday.
Both sides agreed the Leaders of the two countries should keep in close contact through bilateral visits, meetings on multilateral occasions, and telephone conversations as well as correspondence, to strengthen communication on important issues of mutual interest.
Earlier Thursday, Canadian Forces cannons heralded Li's arrival with a thunderous 19-gun salute while Falun Gong protesters massed on the parliamentary lawn. "We have agreed to establish a high-level financial dialogue mechanism", Li said.
He also reaffirmed Canada's long-standing opposition to capital punishment. The statement has been posted on a website said last week his national security adviser went to Beijing to held discussion on an extradition agreement as part of a security dialogue.
Li and Trudeau appeared at ease with each other.
But their common interests are far greater than differences, Li said, noting that the two countries have neither problems left over by history nor fundamental conflict of interests.
"There exist tremendous investment opportunities between China and the US", Li said.
